
Dr. Menelas Nkeshimana
Dr. Menelas Nkeshimana is a Senior Consultant in Internal Medicine and serves as Head of the Department of Health Workforce Development at the Ministry of Health of Rwanda. He is a physician, educator, and health systems leader with extensive experience spanning clinical medicine, emergency care, medical education, and national health workforce planning. Prior to his current role, he served as Head of Accident and Emergency at the University Teaching Hospital of Kigali (CHUK) and continues to contribute to academic training as an Honorary Senior Lecturer at the University of Rwanda.
Dr. Nkeshimana is a key architect of Rwanda’s ambitious 4×4 Health Workforce Development Reform, a national initiative aimed at rapidly expanding and strengthening the health workforce while maintaining quality standards. His work focuses on health professions education, residency and fellowship training, workforce analytics, health systems strengthening, and strategic partnerships. He is particularly passionate about developing sustainable, high-quality training systems that improve access to specialized healthcare services across Africa.
